NT Wright offers a great summary of Luke’s narrative:

“What happens when we view Acts as a whole? In Chapter 1, Jesus’ ascension joins heaven and earth together, constituting him as lord of the world, and his followers are commissioned to be his witnesses to the ends of the earth. In chapter 28, Paul arrives in the capital of the present lord of the world, announcing God as king and Jesus as lord, boldly and with no one stopping him, to the great city and hence the whole world.” (NT Wright, p140, The Challenge of Acts)
