The Asherites lived among the Canaanite inhabitants of the land because they did not drive them out. Asher went ahead and settled down with the Canaanites since they could not get rid of them. Naphtali fared no better. They couldn’t drive out the people of Beth Shemesh or Beth Anath so they just moved in and lived with them. They did, though, put them to forced labor.

Neither did Asher drive out the inhabitants of Accho, nor the inhabitants of Zidon, nor of Ahlab, nor of Achzib, nor of Helbah, nor of Aphik, nor of Rehob: but the Asherites dwelt among the Canaanites, the inhabitants of the land: for they did not drive them out. Neither did Naphtali drive out the inhabitants of Beth-shemesh, nor the inhabitants of Beth-anath; but he dwelt among the Canaanites, the inhabitants of the land: nevertheless the inhabitants of Beth-shemesh and of Beth-anath became tributaries unto them.

The people of Asher did not force the Canaanites from the cities of Acco, Sidon, Ahlab, Aczib, Helbah, Aphek, and Rehob. Since the people of Asher did not force them out, the Canaanites continued to live with them. The people of Naphtali did not force out the people of the cities of Beth Shemesh and Beth Anath.
