God takes action to resolve an injustice and chooses a person to make it happen. As with Abraham, he’s not a likely choice. Moses has killed someone and decides it’s easier to run away from his problems than face them. Moses doesn’t want the responsibility either. God identifies himself in verses 14 and 15; He calls himself “I Am Who I Am.” This is the meaning of the proper name for God in Hebrew, which is “Yahweh.” Yahweh is translated as Lord in all capitals in our English Bibles. One of Jesus’ clearest statements that He is God is found in John 8:58 when he says, “I tell you the truth, before Abraham was even born, I Am!”

Throughout all that happens to the people in Egypt, God has been aware of the injustice. His solution wasn’t thunderbolts and striking people dead, it was calling a leader. God pretty much always works through people, even significantly flawed ones. There may be a problem somewhere that God has chosen you to solve. You may feel inadequate, but Philippians 4:13 tells us, “For I can do everything through Christ, who gives me strength.”
