Paul was in a tough spot when the Lord showed up and told him not to be afraid. What's interesting is Jesus' encouragement to help Paul remember that he has "many people in this city." We don't know who those people are. We've not heard of many believers here. We aren't ever told their names.
But even though Paul didn't know who they were, even though Luke writing this book didn't know who they were, God had many people handpicked already.
Think it Over: How is this similar to what we see happen in Exodus 1? What do we learn through this about how God works?
