God will set up His rule in the ‘last days’, but now, after a purging, God will punish both evil Israel and evil Judah using Assyria to do this. He will then restore a remnant and break Assyria. In 727 BC, Ahaz’s last year, his son Hezekiah becomes viceroy, then reigns, honoring God and removing idolatry.
Note Isaiah 10:28f: This part of Isaiah’s prophecy describes the future Assyrian advance through the towns that lead to Jerusalem.
