Despite repeated attempts, instead of cursing Israel, Balaam blesses Israel. Balaam really wanted to be paid for cursing Israel, but after his encounter with the angel of the Lord, he decided to only say what God told him to say.
Most people have probably experienced something like this at some point. There is something they really want, so they repeatedly ask for it, despite God saying no. That person you are sure you are supposed to marry, but the person doesn’t notice you; the job you want; or the person you would like to see trust Jesus. Jesus commends persistence in prayer in Luke 18:1-8, but we need to always believe God’s response is best.
