The rules given here were in terms of communicable skin disease. There were a set of rules to find out if they are communicable in the first place. And, there were a set of rules if the person was declared healed.
If we have had someone close to us battling or has passed away due to cancer we will understand today's passage well. There is no cure for cancer. They are only called cancer survivors. Periodically, tests must be done to check if they are in remission or the cancer is still in them.
The priest played the role of the doctor. The God who heals had his mediator in those days to pronounce somebody healed. There seemed to be no medicine given for those who were having rashes.
Just as with rashes, skin diseases were diagnosed, mildew in homes and articles were also scrutinized and there were rules to be followed. Instead of looking at these as hard rules, it is good to follow the idea behind these rules, which I believe is to keep people safe from epidemics and diseases. Man started making it legalistic and marginalized people, thus losing the whole idea behind why the rules were given.
Life is about looking beyond the obvious.
