Judges 1:27-28

The Canaanites were determined to stay in their land, so the men of Manasseh did not conquer the cities of Beth Shean, Taanach, Dor, Ibleam, Megiddo, and their surrounding villages. And whenever Israel gained the upper hand, they subjected the Canaanites to forced labor; but they did not completely drive them out.
