About this time some of the men and their wives raised a cry of protest against their fellow Jews. They were saying, “We have such large families. We need more food to survive.” Others said, “We have mortgaged our fields, vineyards, and homes to get food during the famine.” And others said, “We have had to borrow money on our fields and vineyards to pay our taxes. We belong to the same family as those who are wealthy, and our children are just like theirs. Yet we must sell our children into slavery just to get enough money to live. We have already sold some of our daughters, and we are helpless to do anything about it, for our fields and vineyards are already mortgaged to others.” When I heard their complaints, I was very angry. After thinking it over, I spoke out against these nobles and officials. I told them, “You are hurting your own relatives by charging interest when they borrow money!” Then I called a public meeting to deal with the problem. At the meeting I said to them, “We are doing all we can to redeem our Jewish relatives who have had to sell themselves to pagan foreigners, but you are selling them back into slavery again. How often must we redeem them?” And they had nothing to say in their defense. Then I pressed further, “What you are doing is not right! Should you not walk in the fear of our God in order to avoid being mocked by enemy nations? I myself, as well as my brothers and my workers, have been lending the people money and grain, but now let us stop this business of charging interest. You must restore their fields, vineyards, olive groves, and homes to them this very day. And repay the interest you charged when you lent them money, grain, new wine, and olive oil.” They replied, “We will give back everything and demand nothing more from the people. We will do as you say.” Then I called the priests and made the nobles and officials swear to do what they had promised. I shook out the folds of my robe and said, “If you fail to keep your promise, may God shake you like this from your homes and from your property!” The whole assembly responded, “Amen,” and they praised the LORD. And the people did as they had promised.

So let us get grain, that we may eat and keep alive.” There were also those who said, “We are mortgaging our fields, our vineyards, and our houses to get grain because of the famine.” And there were those who said, “We have borrowed money for the king’s tax on our fields and our vineyards. Now our flesh is as the flesh of our brothers, our children are as their children. Yet we are forcing our sons and our daughters to be slaves, and some of our daughters have already been enslaved, but it is not in our power to help it, for other men have our fields and our vineyards.” I was very angry when I heard their outcry and these words. I took counsel with myself, and I brought charges against the nobles and the officials. I said to them, “You are exacting interest, each from his brother.” And I held a great assembly against them and said to them, “We, as far as we are able, have bought back our Jewish brothers who have been sold to the nations, but you even sell your brothers that they may be sold to us!” They were silent and could not find a word to say. So I said, “The thing that you are doing is not good. Ought you not to walk in the fear of our God to prevent the taunts of the nations our enemies? Moreover, I and my brothers and my servants are lending them money and grain. Let us abandon this exacting of interest. Return to them this very day their fields, their vineyards, their olive orchards, and their houses, and the percentage of money, grain, wine, and oil that you have been exacting from them.” Then they said, “We will restore these and require nothing from them. We will do as you say.” And I called the priests and made them swear to do as they had promised. I also shook out the fold of my garment and said, “So may God shake out every man from his house and from his labor who does not keep this promise. So may he be shaken out and emptied.” And all the assembly said “Amen” and praised the LORD. And the people did as they had promised.

A great protest was mounted by the people, including the wives, against their fellow Jews. Some said, “We have big families, and we need food just to survive.” Others said, “We’re having to mortgage our fields and vineyards and homes to get enough grain to keep from starving.” And others said, “We’re having to borrow money to pay the royal tax on our fields and vineyards. Look: We’re the same flesh and blood as our brothers here; our children are just as good as theirs. Yet here we are having to sell our children off as slaves—some of our daughters have already been sold—and we can’t do anything about it because our fields and vineyards are owned by somebody else.” I got really angry when I heard their protest and complaints. After thinking it over, I called the nobles and officials on the carpet. I said, “Each one of you is gouging his brother.” Then I called a big meeting to deal with them. I told them, “We did everything we could to buy back our Jewish brothers who had to sell themselves as slaves to foreigners. And now you’re selling these same brothers back into debt slavery! Does that mean that we have to buy them back again?” They said nothing. What could they say? “What you’re doing is wrong. Is there no fear of God left in you? Don’t you care what the nations around here, our enemies, think of you? “I and my brothers and the people working for me have also loaned them money. But this gouging them with interest has to stop. Give them back their foreclosed fields, vineyards, olive groves, and homes right now. And forgive your claims on their money, grain, new wine, and olive oil.” They said, “We’ll give it all back. We won’t make any more demands on them. We’ll do everything you say.” Then I called the priests together and made them promise to keep their word. Then I emptied my pockets, turning them inside out, and said, “So may God empty the pockets and house of everyone who doesn’t keep this promise—turned inside out and emptied.” Everyone gave a wholehearted “Yes, we’ll do it!” and praised GOD. And the people did what they promised.

Then held they their peace, and found nothing to answer. Also I said, It is not good that ye do: ought ye not to walk in the fear of our God because of the reproach of the heathen our enemies? We are just like our fellow Jews, and our sons are like their sons. But we have to sell our sons and daughters as slaves. Some of our daughters have already been sold. But there is nothing we can do, because our fields and vineyards already belong to other people.” When I heard their complaints about these things, I was very angry. After I thought about it, I accused the important people and the leaders, “You are charging your own brothers too much interest.” So I called a large meeting to deal with them. I said to them, “As much as possible, we have bought freedom for our fellow Jews who had been sold to foreigners. Now you are selling your fellow Jews to us!” The leaders were quiet and had nothing to say. Then I said, “What you are doing is not right. Don’t you fear God? Don’t let our foreign enemies shame us. I, my brothers, and my men are also lending money and grain to the people. But stop charging them so much for this. Give back their fields, vineyards, olive trees, and houses right now. Also give back the extra amount you charged—the hundredth part of the money, grain, new wine, and oil.” They said, “We will give it back and not demand anything more from them. We will do as you say.” Then I called for the priests, and I made the important people and leaders take an oath to do what they had said. Also I shook out the folds of my robe and said, “In this way may God shake out everyone who does not keep his promise. May God shake him out of his house and out of the things that are his. Let that person be shaken out and emptied!” Then the whole group said, “Amen,” and they praised the LORD. So the people did what they had promised.

I pondered them in my mind and then accused the nobles and officials. I told them, “You are charging your own people interest!” So I called together a large meeting to deal with them and said: “As far as possible, we have bought back our fellow Jews who were sold to the Gentiles. Now you are selling your own people, only for them to be sold back to us!” They kept quiet, because they could find nothing to say. So I continued, “What you are doing is not right. Shouldn’t you walk in the fear of our God to avoid the reproach of our Gentile enemies? I and my brothers and my men are also lending the people money and grain. But let us stop charging interest! Give back to them immediately their fields, vineyards, olive groves and houses, and also the interest you are charging them—one percent of the money, grain, new wine and olive oil.” “We will give it back,” they said. “And we will not demand anything more from them. We will do as you say.” Then I summoned the priests and made the nobles and officials take an oath to do what they had promised. For there were some who were saying, “We, along with our sons and our daughters, are many; therefore allow us to get grain, so that we may eat and survive.” There were others who were saying, “We are mortgaging our fields, our vineyards, and our houses to buy grain because of the famine.” There were also others who were saying, “We have borrowed money on our fields and vineyards for the [Persian] king’s [heavy] tax. Now our flesh (skin) is the same as that of our brothers (relatives), and our children are like their children, yet here we are forcing (selling) our sons and our daughters to be slaves; and some of our daughters are forced into bondage already, and we are powerless [to redeem them] because our fields and vineyards belong to others.” Then I was very angry when I heard their outcry and these words [of accusation]. I thought it over and then challenged the nobles and the rulers. I said to them, “You are exacting usury (excessive interest) from your own brother (relative).” So I held a great assembly to confront them.
