Leviticus 16:6-10 The Message (MSG)
“Aaron will offer the bull for his own Absolution-Offering in order to make atonement for himself and his household. Then he will set the two goats before GOD at the entrance to the Tent of Meeting and cast lots over the two goats, one lot for GOD and the other lot for Azazel. He will offer the goat on which the lot to GOD falls as an Absolution-Offering. The goat on which the lot for Azazel falls will be sent out into the wilderness to Azazel to make atonement.

And he shall take the two goats, and present them before the LORD at the door of the tabernacle of the congregation. And Aaron shall cast lots upon the two goats; one lot for the LORD, and the other lot for the scapegoat. And Aaron shall bring the goat upon which the LORD's lot fell, and offer him for a sin offering. But the goat, on which the lot fell to be the scapegoat, shall be presented alive before the LORD, to make an atonement with him, and to let him go for a scapegoat into the wilderness.

When it is sent away to Azazel in the wilderness, the people will be purified and made right with the LORD.
