Numbers 27:15-21 The Message (MSG)
Moses responded to GOD: “Let GOD, the God of the spirits of everyone living, set a man over this community to lead them, to show the way ahead and bring them back home so GOD’s community will not be like sheep without a shepherd.” GOD said to Moses, “Take Joshua the son of Nun—the Spirit is in him!—and place your hand on him. Stand him before Eleazar the priest in front of the entire congregation and commission him with everyone watching. Pass your magisterial authority over to him so that the whole congregation of the People of Israel will listen obediently to him. He is to consult with Eleazar the priest who, using the oracle-Urim, will prayerfully advise him in the presence of GOD. He will command the People of Israel, the entire community, in all their comings and goings.”

And Moses spake unto the LORD, saying, Let the LORD, the God of the spirits of all flesh, set a man over the congregation, which may go out before them, and which may go in before them, and which may lead them out, and which may bring them in; that the congregation of the LORD be not as sheep which have no shepherd. And the LORD said unto Moses, Take thee Joshua the son of Nun, a man in whom is the spirit, and lay thine hand upon him; and set him before Eleazar the priest, and before all the congregation; and give him a charge in their sight. And thou shalt put some of thine honour upon him, that all the congregation of the children of Israel may be obedient. And he shall stand before Eleazar the priest, who shall ask counsel for him after the judgment of Urim before the LORD: at his word shall they go out, and at his word they shall come in, both he, and all the children of Israel with him, even all the congregation.

Have him stand before Eleazar the priest and the entire assembly and commission him in their presence. Give him some of your authority so the whole Israelite community will obey him. He is to stand before Eleazar the priest, who will obtain decisions for him by inquiring of the Urim before the LORD. At his command he and the entire community of the Israelites will go out, and at his command they will come in.”

Present him to Eleazar the priest before the whole community, and publicly commission him to lead the people. Transfer some of your authority to him so the whole community of Israel will obey him. When direction from the LORD is needed, Joshua will stand before Eleazar the priest, who will use the Urim—one of the sacred lots cast before the LORD—to determine his will. This is how Joshua and the rest of the community of Israel will determine everything they should do.”
