A great protest was mounted by the people, including the wives, against their fellow Jews. Some said, “We have big families, and we need food just to survive.” Others said, “We’re having to mortgage our fields and vineyards and homes to get enough grain to keep from starving.” And others said, “We’re having to borrow money to pay the royal tax on our fields and vineyards. Look: We’re the same flesh and blood as our brothers here; our children are just as good as theirs. Yet here we are having to sell our children off as slaves—some of our daughters have already been sold—and we can’t do anything about it because our fields and vineyards are owned by somebody else.” I got really angry when I heard their protest and complaints. After thinking it over, I called the nobles and officials on the carpet. I said, “Each one of you is gouging his brother.” Then I called a big meeting to deal with them. I told them, “We did everything we could to buy back our Jewish brothers who had to sell themselves as slaves to foreigners. And now you’re selling these same brothers back into debt slavery! Does that mean that we have to buy them back again?” They said nothing. What could they say?

For there were that said, We, our sons, and our daughters, are many: therefore we take up corn for them, that we may eat, and live. Some also there were that said, We have mortgaged our lands, vineyards, and houses, that we might buy corn, because of the dearth. There were also that said, We have borrowed money for the king's tribute, and that upon our lands and vineyards. Yet now our flesh is as the flesh of our brethren, our children as their children: and, lo, we bring into bondage our sons and our daughters to be servants, and some of our daughters are brought unto bondage already: neither is it in our power to redeem them; for other men have our lands and vineyards. And I was very angry when I heard their cry and these words. Then I consulted with myself, and I rebuked the nobles, and the rulers, and said unto them, Ye exact usury, every one of his brother. And I set a great assembly against them. And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren? or shall they be sold unto us? Then held they their peace, and found nothing to answer.

I said to them, “We according to our ability have redeemed our Jewish brothers who were sold to the nations; now would you even sell your brothers that they may be sold to us?” Then they were silent and could not find a word to say.

The men and their wives complained loudly against their fellow Jews. Some of them were saying, “We have many sons and daughters in our families. To eat and stay alive, we need grain.” Others were saying, “We are borrowing money against our fields, vineyards, and homes to get grain because there is not much food.” And still others were saying, “We are borrowing money to pay the king’s tax on our fields and vineyards. We are just like our fellow Jews, and our sons are like their sons. But we have to sell our sons and daughters as slaves. Some of our daughters have already been sold. But there is nothing we can do, because our fields and vineyards already belong to other people.” When I heard their complaints about these things, I was very angry. After I thought about it, I accused the important people and the leaders, “You are charging your own brothers too much interest.” So I called a large meeting to deal with them. I said to them, “As much as possible, we have bought freedom for our fellow Jews who had been sold to foreigners. Now you are selling your fellow Jews to us!” The leaders were quiet and had nothing to say.

Although we are of the same flesh and blood as our fellow Jews and though our children are as good as theirs, yet we have to subject our sons and daughters to slavery. Some of our daughters have already been enslaved, but we are powerless, because our fields and our vineyards belong to others.” When I heard their outcry and these charges, I was very angry. I pondered them in my mind and then accused the nobles and officials. I told them, “You are charging your own people interest!” So I called together a large meeting to deal with them and said: “As far as possible, we have bought back our fellow Jews who were sold to the Gentiles. Now you are selling your own people, only for them to be sold back to us!” They kept quiet, because they could find nothing to say.

For there were some who were saying, “We, along with our sons and our daughters, are many; therefore allow us to get grain, so that we may eat and survive.” There were others who were saying, “We are mortgaging our fields, our vineyards, and our houses to buy grain because of the famine.” There were also others who were saying, “We have borrowed money on our fields and vineyards for the [Persian] king’s [heavy] tax. Now our flesh (skin) is the same as that of our brothers (relatives), and our children are like their children, yet here we are forcing (selling) our sons and our daughters to be slaves; and some of our daughters are forced into bondage already, and we are powerless [to redeem them] because our fields and vineyards belong to others.” Then I was very angry when I heard their outcry and these words [of accusation]. I thought it over and then challenged the nobles and the rulers. I said to them, “You are exacting usury (excessive interest) from your own brother (relative).” So I held a great assembly to confront them. I said to them, “According to our ability we have redeemed (purchased back) our Jewish brothers who were sold to the [Gentile] nations; now would you even sell your brothers, that they might be sold to us?” Then they were silent and could not find a [single] word to say.

We belong to the same family as those who are wealthy, and our children are just like theirs. Yet we must sell our children into slavery just to get enough money to live. We have already sold some of our daughters, and we are helpless to do anything about it, for our fields and vineyards are already mortgaged to others.” When I heard their complaints, I was very angry. After thinking it over, I spoke out against these nobles and officials. I told them, “You are hurting your own relatives by charging interest when they borrow money!” Then I called a public meeting to deal with the problem. At the meeting I said to them, “We are doing all we can to redeem our Jewish relatives who have had to sell themselves to pagan foreigners, but you are selling them back into slavery again. How often must we redeem them?” And they had nothing to say in their defense.
