Judges 1:28-29
Judges 1:27-29 The Message (MSG)
But Manasseh never managed to drive out Beth Shan, Taanach, Dor, Ibleam, and Megiddo with their territories. The Canaanites dug in their heels and wouldn’t budge. When Israel became stronger they put the Canaanites to forced labor, but they never got rid of them. Neither did Ephraim drive out the Canaanites who lived in Gezer. The Canaanites stuck it out and lived there with them.
Judges 1:28-29 King James Version (KJV)
And it came to pass, when Israel was strong, that they put the Canaanites to tribute, and did not utterly drive them out. Neither did Ephraim drive out the Canaanites that dwelt in Gezer; but the Canaanites dwelt in Gezer among them.

Later, the Israelites grew strong and forced the Canaanites to work as slaves, but they did not make all the Canaanites leave their land. The people of Ephraim did not force out all of the Canaanites living in Gezer. So the Canaanites continued to live in Gezer with the people of Ephraim.
