Woe to those who make unjust laws, to those who issue oppressive decrees, to deprive the poor of their rights and withhold justice from the oppressed of my people, making widows their prey and robbing the fatherless. What will you do on the day of reckoning, when disaster comes from afar? To whom will you run for help? Where will you leave your riches? Nothing will remain but to cringe among the captives or fall among the slain. Yet for all this, his anger is not turned away, his hand is still upraised. “Woe to the Assyrian, the rod of my anger, in whose hand is the club of my wrath! I send him against a godless nation, I dispatch him against a people who anger me, to seize loot and snatch plunder, and to trample them down like mud in the streets. But this is not what he intends, this is not what he has in mind; his purpose is to destroy, to put an end to many nations. ‘Are not my commanders all kings?’ he says. ‘Has not Kalno fared like Carchemish? Is not Hamath like Arpad, and Samaria like Damascus? As my hand seized the kingdoms of the idols, kingdoms whose images excelled those of Jerusalem and Samaria— shall I not deal with Jerusalem and her images as I dealt with Samaria and her idols?’ ” When the Lord has finished all his work against Mount Zion and Jerusalem, he will say, “I will punish the king of Assyria for the willful pride of his heart and the haughty look in his eyes. For he says: “ ‘By the strength of my hand I have done this, and by my wisdom, because I have understanding. I removed the boundaries of nations, I plundered their treasures; like a mighty one I subdued their kings. As one reaches into a nest, so my hand reached for the wealth of the nations; as people gather abandoned eggs, so I gathered all the countries; not one flapped a wing, or opened its mouth to chirp.’ ” Does the ax raise itself above the person who swings it, or the saw boast against the one who uses it? As if a rod were to wield the person who lifts it up, or a club brandish the one who is not wood! Therefore, the Lord, the LORD Almighty, will send a wasting disease upon his sturdy warriors; under his pomp a fire will be kindled like a blazing flame. The Light of Israel will become a fire, their Holy One a flame; in a single day it will burn and consume his thorns and his briers. The splendor of his forests and fertile fields it will completely destroy, as when a sick person wastes away. And the remaining trees of his forests will be so few that a child could write them down. In that day the remnant of Israel, the survivors of Jacob, will no longer rely on him who struck them down but will truly rely on the LORD, the Holy One of Israel. A remnant will return, a remnant of Jacob will return to the Mighty God. Though your people be like the sand by the sea, Israel, only a remnant will return. Destruction has been decreed, overwhelming and righteous. The Lord, the LORD Almighty, will carry out the destruction decreed upon the whole land. Therefore this is what the Lord, the LORD Almighty, says: “My people who live in Zion, do not be afraid of the Assyrians, who beat you with a rod and lift up a club against you, as Egypt did. Very soon my anger against you will end and my wrath will be directed to their destruction.” The LORD Almighty will lash them with a whip, as when he struck down Midian at the rock of Oreb; and he will raise his staff over the waters, as he did in Egypt. In that day their burden will be lifted from your shoulders, their yoke from your neck; the yoke will be broken because you have grown so fat. They enter Aiath; they pass through Migron; they store supplies at Mikmash. They go over the pass, and say, “We will camp overnight at Geba.” Ramah trembles; Gibeah of Saul flees. Cry out, Daughter Gallim! Listen, Laishah! Poor Anathoth! Madmenah is in flight; the people of Gebim take cover. This day they will halt at Nob; they will shake their fist at the mount of Daughter Zion, at the hill of Jerusalem. See, the Lord, the LORD Almighty, will lop off the boughs with great power. The lofty trees will be felled, the tall ones will be brought low. He will cut down the forest thickets with an ax; Lebanon will fall before the Mighty One.

Woe (judgment is coming) to those [judges] who issue evil statutes, And to those [magistrates] who constantly record unjust and oppressive decisions, So as to deprive the needy of justice And rob the poor of My people of rightful claims, So that widows may be their spoil And that they may plunder the fatherless. Now what will you do in the day of [God’s] punishment, And in the storm of devastation which will come from far away? To whom will you flee for help? And where will you leave your wealth [for safekeeping]? Nothing remains but to crouch among the captives Or fall [dead] among the slain [on the battlefield]. In spite of all this, God’s anger does not turn away, But His hand is still stretched out [in judgment]. ¶Woe to Assyria, the rod of My anger [against Israel], The staff in whose hand is My indignation and fury [against Israel’s disobedience]! I send Assyria against a godless nation And commission it against the people of My wrath To take the spoil and to seize the plunder, And to trample them down like mud in the streets. Yet it is not Assyria’s intention [to do My will], Nor does it plan so in its heart, But instead it is its purpose to destroy And to cut off many nations. For Assyria says, “Are not my princes all kings? “Is not Calno [conquered] like Carchemish [on the Euphrates]? Is not Hamath [subdued] like Arpad [her neighbor]? Is not Samaria [in Israel] like Damascus [in Aram]? “As my hand has reached to the kingdoms of the idols, Whose carved images were greater and more feared than those of Jerusalem and Samaria, Shall I not do to Jerusalem and her images Just as I have done to Samaria and her idols?” [declares Assyria]. So when the Lord has completed all His work [of judgment] on Mount Zion and on Jerusalem, He will say, “I will punish the fruit [the thoughts, the declarations, and the actions] of the arrogant heart of the king of Assyria and the haughtiness of his pride.” For the Assyrian king has said, “I have done this by the power of my [own] hand and by my wisdom, For I have understanding and skill. I have removed the boundaries of the peoples And have plundered their treasures; Like a bull I have brought down those who sat on thrones. “My hand has found the wealth of the people like a nest, And as one gathers eggs that are abandoned, so I have gathered all the earth; And there was not one that flapped its wing, or that opened its beak and chirped.” ¶Is the axe able to lift itself over the one who chops with it? Is the saw able to magnify itself over the one who wields it? That would be like a club moving those who lift it, Or like a staff raising him who is not [made of] wood [like itself]! Therefore the Lord, the GOD of hosts, will send a wasting disease among the stout warriors of Assyria; And under his glory a fire will be kindled like a burning flame. And the Light of Israel will become a fire and His Holy One a flame, And it will burn and devour Assyria’s thorns and briars in a single day. [2 Kin 19:35-37; Is 31:8, 9; 37:36] The Lord will consume the glory of Assyria’s forest and of its fruitful garden, both soul and body, And it will be as when a sick man wastes away. And the remaining trees of Assyria’s forest will be so few in number That a child could write them down. Now in that day the remnant of Israel, and those of the house of Jacob who have escaped, will never again rely on the one who struck them, but will truly rely on the LORD, the Holy One of Israel. A remnant will return, a remnant of Jacob, to the mighty God. For though your people, O Israel, may be as the sand of the sea, Only a remnant within them will return; The destruction is determined [it is decided and destined for completion], overflowing with justice (righteous punishment). [Rom 9:27, 28] For the Lord, the GOD of hosts, will execute a complete destruction, one that is decreed, in the midst of all the land. Therefore, the Lord GOD of hosts says this, “O My people who dwell in Zion, do not be afraid of the Assyrian who strikes you with a rod and lifts up his staff against you, as [the king of] Egypt did. [Ex 5] For yet a very little while and My indignation [against you] will be fulfilled and My anger will be directed toward the destruction of the Assyrian.” The LORD of hosts will brandish a whip against them like the slaughter of Midian at the rock of Oreb; and His staff will be over the [Red] Sea and He will lift it up the way He did in [the flight from] Egypt. [Ex 14:26-31; Judg 7:24, 25] So it will be in that day, that the burden of the Assyrian will be removed from your shoulders and his yoke from your neck. The yoke will be broken because of the fat. [Deut 32:15] ¶The Assyrian has come against Aiath [in Judah], He has passed through Migron [with his army]; At Michmash he stored his equipment. They have gone through the pass, saying, “Geba will be our lodging place for the night.” Ramah trembles, and Gibeah [the city] of Saul has fled. Cry aloud with your voice [in consternation], O Daughter of Gallim! Pay attention, Laishah! Answer her, Anathoth! Madmenah has fled; The inhabitants of Gebim have fled [with their belongings] to safety. Yet today the Assyrian will halt at Nob [the city of priests]; He shakes his fist at the mountain of the Daughter of Zion, at the hill of Jerusalem. ¶Listen carefully, the Lord, the GOD of hosts, will lop off the [beautiful] boughs with terrifying force; The tall in stature will be cut down And the lofty will be abased and humiliated. He will cut down the thickets of the forest with an iron axe, And Lebanon (the Assyrian) will fall by the Mighty One. [Gen 49:24; Is 9:6]

What sorrow awaits the unjust judges and those who issue unfair laws. They deprive the poor of justice and deny the rights of the needy among my people. They prey on widows and take advantage of orphans. What will you do when I punish you, when I send disaster upon you from a distant land? To whom will you turn for help? Where will your treasures be safe? You will stumble along as prisoners or lie among the dead. But even then the LORD’s anger will not be satisfied. His fist is still poised to strike. “What sorrow awaits Assyria, the rod of my anger. I use it as a club to express my anger. I am sending Assyria against a godless nation, against a people with whom I am angry. Assyria will plunder them, trampling them like dirt beneath its feet. But the king of Assyria will not understand that he is my tool; his mind does not work that way. His plan is simply to destroy, to cut down nation after nation. He will say, ‘Each of my princes will soon be a king. We destroyed Calno just as we did Carchemish. Hamath fell before us as Arpad did. And we destroyed Samaria just as we did Damascus. Yes, we have finished off many a kingdom whose gods were greater than those in Jerusalem and Samaria. So we will defeat Jerusalem and her gods, just as we destroyed Samaria with hers.’” After the Lord has used the king of Assyria to accomplish his purposes on Mount Zion and in Jerusalem, he will turn against the king of Assyria and punish him—for he is proud and arrogant. He boasts, “By my own powerful arm I have done this. With my own shrewd wisdom I planned it. I have broken down the defenses of nations and carried off their treasures. I have knocked down their kings like a bull. I have robbed their nests of riches and gathered up kingdoms as a farmer gathers eggs. No one can even flap a wing against me or utter a peep of protest.” But can the ax boast greater power than the person who uses it? Is the saw greater than the person who saws? Can a rod strike unless a hand moves it? Can a wooden cane walk by itself? Therefore, the Lord, the LORD of Heaven’s Armies, will send a plague among Assyria’s proud troops, and a flaming fire will consume its glory. The LORD, the Light of Israel, will be a fire; the Holy One will be a flame. He will devour the thorns and briers with fire, burning up the enemy in a single night. The LORD will consume Assyria’s glory like a fire consumes a forest in a fruitful land; it will waste away like sick people in a plague. Of all that glorious forest, only a few trees will survive— so few that a child could count them! LORD In that day the remnant left in Israel, the survivors in the house of Jacob, will no longer depend on allies who seek to destroy them. But they will faithfully trust the LORD, the Holy One of Israel. A remnant will return; yes, the remnant of Jacob will return to the Mighty God. But though the people of Israel are as numerous as the sand of the seashore, only a remnant of them will return. The LORD has rightly decided to destroy his people. Yes, the Lord, the LORD of Heaven’s Armies, has already decided to destroy the entire land. So this is what the Lord, the LORD of Heaven’s Armies, says: “O my people in Zion, do not be afraid of the Assyrians when they oppress you with rod and club as the Egyptians did long ago. In a little while my anger against you will end, and then my anger will rise up to destroy them.” The LORD of Heaven’s Armies will lash them with his whip, as he did when Gideon triumphed over the Midianites at the rock of Oreb, or when the LORD’s staff was raised to drown the Egyptian army in the sea. In that day the LORD will end the bondage of his people. He will break the yoke of slavery and lift it from their shoulders. Look, the Assyrians are now at Aiath. They are passing through Migron and are storing their equipment at Micmash. They are crossing the pass and are camping at Geba. Fear strikes the town of Ramah. All the people of Gibeah, the hometown of Saul, are running for their lives. Scream in terror, you people of Gallim! Shout out a warning to Laishah. Oh, poor Anathoth! There go the people of Madmenah, all fleeing. The citizens of Gebim are trying to hide. The enemy stops at Nob for the rest of that day. He shakes his fist at beautiful Mount Zion, the mountain of Jerusalem. But look! The Lord, the LORD of Heaven’s Armies, will chop down the mighty tree of Assyria with great power! He will cut down the proud. That lofty tree will be brought down. He will cut down the forest trees with an ax. Lebanon will fall to the Mighty One.

Doom to you who legislate evil, who make laws that make victims— Laws that make misery for the poor, that rob my destitute people of dignity, Exploiting defenseless widows, taking advantage of homeless children. What will you have to say on Judgment Day, when Doomsday arrives out of the blue? Who will you get to help you? What good will your money do you? A sorry sight you’ll be then, huddled with the prisoners, or just some corpses stacked in the street. Even after all this, God is still angry, his fist still raised, ready to hit them again. “Doom to Assyria, weapon of my anger. My wrath is a club in his hands! I send him against a godless nation, against the people I’m angry with. I command him to strip them clean, rob them blind, and then push their faces in the mud and leave them. But Assyria has another agenda; he has something else in mind. He’s out to destroy utterly, to stamp out as many nations as he can. Assyria says, ‘Aren’t my commanders all kings? Can’t they do whatever they like? Didn’t I destroy Calno as well as Carchemish? Hamath as well as Arpad? Level Samaria as I did Damascus? I’ve eliminated kingdoms full of gods far more impressive than anything in Jerusalem and Samaria. So what’s to keep me from destroying Jerusalem in the same way I destroyed Samaria and all her god-idols?’” When the Master has finished dealing with Mount Zion and Jerusalem, he’ll say, “Now it’s Assyria’s turn. I’ll punish the bragging arrogance of the king of Assyria, his high and mighty posturing, the way he goes around saying, “‘I’ve done all this by myself. I know more than anyone. I’ve wiped out the boundaries of whole countries. I’ve walked in and taken anything I wanted. I charged in like a bull and toppled their kings from their thrones. I reached out my hand and took all that they treasured as easily as a boy taking a bird’s eggs from a nest. Like a farmer gathering eggs from the henhouse, I gathered the world in my basket, And no one so much as fluttered a wing or squawked or even chirped.’” Does an ax take over from the one who swings it? Does a saw act more important than the sawyer? As if a shovel did its shoveling by using a ditch digger! As if a hammer used the carpenter to pound nails! Therefore the Master, GOD-of-the-Angel-Armies, will send a debilitating disease on his robust Assyrian fighters. Under the canopy of God’s bright glory a fierce fire will break out. Israel’s Light will burst into a conflagration. The Holy will explode into a firestorm, And in one day burn to cinders every last Assyrian thornbush. GOD will destroy the splendid trees and lush gardens. The Assyrian body and soul will waste away to nothing like a disease-ridden invalid. A child could count what’s left of the trees on the fingers of his two hands. * * * And on that Day also, what’s left of Israel, the straggling survivors of Jacob, will no longer be fascinated by abusive, battering Assyria. They’ll lean on GOD, The Holy—yes, truly. The ragtag remnant—what’s left of Jacob—will come back to the Strong God. Your people Israel were once like the sand on the seashore, but only a scattered few will return. Destruction is ordered, brimming over with righteousness. For the Master, GOD-of-the-Angel-Armies, will finish here what he started all over the globe. Therefore the Master, GOD-of-the-Angel-Armies, says: “My dear, dear people who live in Zion, don’t be terrorized by the Assyrians when they beat you with clubs and threaten you with rods like the Egyptians once did. In just a short time my anger against you will be spent and I’ll turn my destroying anger on them. I, GOD-of-the-Angel-Armies, will go after them with a cat-o’-nine-tails and finish them off decisively—as Gideon downed Midian at the rock Oreb, as Moses turned the tables on Egypt. On that day, Assyria will be pulled off your back, and the yoke of slavery lifted from your neck.” * * * Assyria’s on the move: up from Rimmon, on to Aiath, through Migron, with a bivouac at Micmash. They’ve crossed the pass, set camp at Geba for the night. Ramah trembles with fright. Gibeah of Saul has run off. Cry for help, daughter of Gallim! Listen to her, Laishah! Do something, Anathoth! Madmenah takes to the hills. The people of Gebim flee in panic. The enemy’s soon at Nob—nearly there! In sight of the city he shakes his fist At the mount of dear daughter Zion, the hill of Jerusalem. But now watch this: The Master, GOD-of-the-Angel-Armies, swings his ax and lops the branches, Chops down the giant trees, lays flat the towering forest-on-the-march. His ax will make toothpicks of that forest, that Lebanon-like army reduced to kindling.

Woe unto them that decree unrighteous decrees, and that write grievousness which they have prescribed; to turn aside the needy from judgment, and to take away the right from the poor of my people, that widows may be their prey, and that they may rob the fatherless! And what will ye do in the day of visitation, and in the desolation which shall come from far? to whom will ye flee for help? and where will ye leave your glory? Without me they shall bow down under the prisoners, and they shall fall under the slain. For all this his anger is not turned away, but his hand is stretched out still. O Assyrian, the rod of mine anger, and the staff in their hand is mine indignation. I will send him against an hypocritical nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets. Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy and cut off nations not a few. For he saith, Are not my princes altogether kings? How terrible it will be for those who make unfair laws, and those who write laws that make life hard for people. They are not fair to the poor, and they rob my people of their rights. They allow people to steal from widows and to take from orphans what really belongs to them. How will you explain the things you have done? What will you do when your destruction comes from far away? Where will you run for help? Where will you hide your riches then? You will have to bow down among the captives or fall down among the dead bodies. But the LORD is still angry; his hand is still raised to strike down the people. God says, “How terrible it will be for the king of Assyria. I use him like a rod to show my anger; in anger I use Assyria like a club. I send it to fight against a nation that is separated from God. I am angry with those people, so I command Assyria to fight against them, to take their wealth from them, to trample them down like dirt in the streets. But Assyria’s king doesn’t understand that I am using him; he doesn’t know he is a tool for me. He only wants to destroy other people and to defeat many nations. The king of Assyria says to himself, ‘All of my commanders are like kings. The city Calno is like the city Carchemish. The city Hamath is like the city Arpad. The city Samaria is like the city Damascus. I defeated those kingdoms that worship idols, and those idols were more than the idols of Jerusalem and Samaria. As I defeated Samaria and her idols, I will also defeat Jerusalem and her idols.’ ” When the Lord finishes doing what he planned to Mount Zion and Jerusalem, he will punish Assyria. The king of Assyria is very proud, and his pride has made him do these evil things, so God will punish him. The king of Assyria says this: “By my own power I have done these things; by my wisdom I have defeated many nations. I have taken their wealth, and, like a mighty one, I have taken their people. I have taken the riches of all these people, like a person reaching into a bird’s nest. I have taken these nations, like a person taking eggs. Not one raised a hand or opened its mouth to stop me.” An ax is not better than the person who swings it. A saw is not better than the one who uses it. A stick cannot control the person who picks it up. A club cannot pick up the person! So the Lord GOD All-Powerful will send a terrible disease upon Assyria’s soldiers. The strength of Assyria will be burned up like a fire burning until everything is gone. God, the Light of Israel, will be like a fire; the Holy One will be like a flame. He will be like a fire that suddenly burns the weeds and thorns. The fire burns away the great trees and rich farmlands, destroying everything. It will be like a sick person who wastes away. The trees left standing will be so few that even a child could count them. At that time some people will be left alive in Israel from the family of Jacob. They will not continue to depend on the person who defeated them. They will learn truly to depend on the LORD, the Holy One of Israel. Those who are left alive in Jacob’s family will again follow the powerful God. Israel, your people are many, like the grains of sand by the sea. But only a few of them will be left alive to return to the LORD. God has announced that he will destroy the land completely and fairly. The Lord GOD All-Powerful will certainly destroy this land, as he has announced. This is what the Lord GOD All-Powerful says: “My people living in Jerusalem, don’t be afraid of the Assyrians, who beat you with a rod and raise a stick against you, as Egypt did. After a short time my anger against you will stop, and then I will turn my anger to destroying them.” Then the LORD All-Powerful will beat the Assyrians with a whip as he defeated Midian at the rock of Oreb. He will raise his stick over the waters as he did in Egypt. Then the troubles that Assyria puts on you will be removed, and the load they make you carry will be taken away. The army of Assyria will enter near Aiath. Its soldiers will walk through Migron. They will store their food in Micmash. The army will go over the pass. The soldiers will sleep at Geba. The people of Ramah will be afraid, and the people at Gibeah of Saul will run away. Cry out, Bath Gallim! Laishah, listen! Poor Anathoth! The people of Madmenah are running away; the people of Gebim are hiding. This day the army will stop at Nob. They will shake their fist at Mount Zion, at the hill of Jerusalem. Watch! You’ll have no option but to cringe among the captives or fall among the corpses of the slain! Yet despite all this, his anger has not subsided, and his hand is poised to strike. Woe to arrogant Assyria, the rod of my anger! The club I place in the king’s hand is my fury. I am the one who has sent him against a godless nation and ordered him to attack a people who anger me. I sent him to take the spoil and seize the plunder and to trample them down like dust in the street. But he has no clue what he’s doing, and he has something else in mind. He plans on annihilating many nations and thinks, “After all, I have made my executive commanders into kings. Calneh will be no different than Carchemish, whom I destroyed. I’ll destroy Hamath as I did Arpad and make Samaria like Damascus. Since I was able to seize kingdoms full of idols and images more powerful and more impressive than those of Jerusalem and Samaria, won’t I do the same thing to Jerusalem and Samaria and their idols?” But when the Lord has carried out his purpose on Mount Zion and Jerusalem, he will punish the king of Assyria because of his overbearing arrogance and unrestrained pride! He boasted, “Look what I have done by the strength of my hand and by my wisdom. See how clever I am! I have erased the borders of nations and plundered their treasures. I have been like a mighty conqueror, subduing those in strong fortresses. I seized their wealth as one who found an unprotected nest. As one who gathers eggs that have been left behind, so I gathered the wealth of the world. And the young birds could neither move a wing nor even open their mouths to peep!” Is the axe greater than the one who wields it? Is the saw greater than the one who cuts with it? Can the axe strike without a hand to move it? Can a lifeless wooden cane walk all by itself? Therefore, the sovereign Lord YAHWEH, Commander of Angel Armies, will send a devastating plague among Assyria’s proud warriors. Yes, the “glory” of Assyria will be burned and go up in smoke! For the Light of Israel will become a fire in their midst, and the Holy One will become a flame! He will consume the thorns and thistles of the Assyrian king in one day! The splendor of his forest and orchard will be completely destroyed, like a dying man fading away. The forest will have so few trees left that even a little boy could count them. In that day, neither the remnant of Israel nor the survivors of the house of Jacob will lean anymore upon the one who abused them, but they will lean fully on the faithfulness of the Lord YAHWEH, the Holy One of Israel.
