And Memucan answered before the king and the princes, Vashti the queen hath not done wrong to the king only, but also to all the princes, and to all the people that are in all the provinces of the king Ahasuerus. For this deed of the queen shall come abroad unto all women, so that they shall despise their husbands in their eyes, when it shall be reported, The king Ahasuerus commanded Vashti the queen to be brought in before him, but she came not. Likewise shall the ladies of Persia and Media say this day unto all the king's princes, which have heard of the deed of the queen. Thus shall there arise too much contempt and wrath. If it please the king, let there go a royal commandment from him, and let it be written among the laws of the Persians and the Medes, that it be not altered, That Vashti come no more before king Ahasuerus; and let the king give her royal estate unto another that is better than she. And when the king's decree which he shall make shall be published throughout all his empire, (for it is great,) all the wives shall give to their husbands honour, both to great and small. And the saying pleased the king and the princes; and the king did according to the word of Memucan: for he sent letters into all the king's provinces, into every province according to the writing thereof, and to every people after their language, that every man should bear rule in his own house, and that it should be published according to the language of every people.

In the presence of the king and the princes, Memucan said, “Queen Vashti has wronged not only the king but also all the princes and all the peoples who are in all the provinces of King Ahasuerus. For the queen’s conduct will become known to all the women causing them to look with contempt on their husbands by saying, ‘King Ahasuerus commanded Queen Vashti to be brought in to his presence, but she did not come.’ This day the ladies of Persia and Media who have heard of the queen’s conduct will speak in the same way to all the king’s princes, and there will be plenty of contempt and anger. If it pleases the king, let a royal edict be issued by him and let it be written in the laws of Persia and Media so that it cannot be repealed, that Vashti may no longer come into the presence of King Ahasuerus, and let the king give her royal position to another who is more worthy than she. When the king’s edict which he will make is heard throughout all his kingdom, great as it is, then all women will give honor to their husbands, great and small.” This word pleased the king and the princes, and the king did as Memucan proposed. So he sent letters to all the king’s provinces, to each province according to its script and to every people according to their language, that every man should be the master in his own house and the one who speaks in the language of his own people.

Memucan spoke up in the council of the king and princes: “It’s not only the king Queen Vashti has insulted, it’s all of us, leaders and people alike in every last one of King Xerxes’ provinces. The word’s going to get out: ‘Did you hear the latest about Queen Vashti? King Xerxes ordered her to be brought before him and she wouldn’t do it!’ When the women hear it, they’ll start treating their husbands with contempt. The day the wives of the Persian and Mede officials get wind of the queen’s brazenness, they’ll be out of control. Is that what we want, a country of angry women who don’t know their place? “So, if the king agrees, let him pronounce a royal ruling and have it recorded in the laws of the Persians and Medes so that it cannot be revoked, that Vashti is permanently banned from King Xerxes’ presence. And then let the king give her royal position to a woman who knows her place. When the king’s ruling becomes public knowledge throughout the kingdom, extensive as it is, every woman, regardless of her social position, will show proper respect to her husband.” The king and the princes liked this. The king did what Memucan proposed. He sent bulletins to every part of the kingdom, to each province in its own script, to each people in their own language: “Every man is master of his own house; whatever he says, goes.”

Then Memucan said to the king and the other important men, “Queen Vashti has not done wrong to the king alone. She has also done wrong to all the important men and all the people in all the empire of King Xerxes. All the wives of the important men of Persia and Media will hear about the queen’s actions. Then they will no longer honor their husbands. They will say, ‘King Xerxes commanded Queen Vashti to be brought to him, but she refused to come.’ Today the wives of the important men of Persia and Media have heard about the queen’s actions. So they will speak in the same way to their husbands, and there will be no end to disrespect and anger. “So, our king, if it pleases you, give a royal order, and let it be written in the laws of Persia and Media, which cannot be changed. The law should say Vashti is never again to enter the presence of King Xerxes. Also let the king give her place as queen to someone who is better than she is. And let the king’s order be announced everywhere in his enormous kingdom. Then all the women will respect their husbands, from the greatest to the least.” The king and his important men were happy with this advice, so King Xerxes did as Memucan suggested. He sent letters to all the states of the kingdom in the writing of each state and in the language of each group of people. These letters announced that each man was to be the ruler of his own family.

For the queen’s conduct will become known to all women, causing them to look on their husbands with contempt (disrespect), since they will say, ‘King Ahasuerus commanded Queen Vashti to be brought before him, but she did not come.’ This [very] day the ladies of Persia and Media who have heard of the queen’s refusal will speak [in the same way] to all the king’s officials, and there will be plenty of contempt and anger. If it pleases the king, let a royal command be issued by him and let it be written in the laws of the Persians and Medes so that it cannot be repealed or modified, that Vashti is no longer to come before King Ahasuerus; and let the king give her royal position to another who is better and more worthy than she. Women everywhere will begin to despise their husbands when they learn that Queen Vashti has refused to appear before the king. Before this day is out, the wives of all the king’s nobles throughout Persia and Media will hear what the queen did and will start treating their husbands the same way. There will be no end to their contempt and anger. “So if it please the king, we suggest that you issue a written decree, a law of the Persians and Medes that cannot be revoked. It should order that Queen Vashti be forever banished from the presence of King Xerxes, and that the king should choose another queen more worthy than she. When this decree is published throughout the king’s vast empire, husbands everywhere, whatever their rank, will receive proper respect from their wives!” The king and his nobles thought this made good sense, so he followed Memucan’s counsel.
