"Paul explains (10:12) that this good news applies equally to the religious Jew and to the pagan Gentile, because the same Lord is Lord of all. Some think that Lord refers to God the Father, and it may, but since Paul has just said that Jesus is Lord (10:9) and since the context of 10:11-17 is all about believing in Jesus, it is more likely that Lord in both 10:12 & 13 refers to Jesus.
