Identifiers of the Great Prostitute / Mystery Babylon:
She sits by many waters
She committed adultery with her kings and the inhabitants of the earth.
Sits on a Scarlett Beast that’s covered in blasphemous names. The beast had 7 heads and 10 horns.
She is dressed in purple and scarlet, glittering with gold, precious stones, and pearls.
She has a golden cup in her hand, filled with abominations and filth of her adulteries.
She is drunk with the blood of the Christians killed.

It had 10 horns which represent 10 kings without a kingdom that will give their power and authority to the beast.
Rome was known as the city on seven hills.

The 5 kings who have fallen = Egypt, Assyria, Babylon, Medo-Persian, and Greece.
The 6th king who is (during John’s writing of Revelation) = Rome.
The 7th king who has not yet come = the revived Roman Empire kingdom – a modern-day superpower like the United States or one to be revealed after the rapture because it says, “he must remain for only a little while.” This is likely the One World Governmental system formed during the beginning of the Tribulation.
The 8th king that belongs to the 7 kings = the antichrist.
