Key Point #1: The close relative wants the land, but not the Levirate responsibilities. Boaz wants Ruth and is willing to purchase the field (cf. Ruth 4:1-10).
What are the requirements to be a worthy "goel" (i.e. Kinsman Redeemer)? If you do not fulfill all three of these requirements, you are not worthy to break the seal of the title deed.
1. He must be the nearest close relative.
2. He must have the financial means to redeem the land.
3. He must be willing to fulfill all of the obligations of the Kinsman-Redeemer.

Key Point #2: Only someone who fulfills all three requirements is worthy to be the Kinsman-Redeemer (cf. Ruth 4:11-21).
One Last Thought: "Worthy is the Lamb who was slain to receive power and riches and wisdom, and strength and honor and glory and blessing!" Revelation 5:12
