According to Roman law scrolls were tied by 7 strings and each string sealed by authority

Testimonies were bound up and recorded as books, then sealed, only to be opened by legal authority at a proper time

In Isaiah's time judgement of Jerusalem for apostasy was recorded in a scroll
No one literate- due to their sin

Notice who has possession of the scroll

The idea here is God has a book in which history of the universe is already written

He holds the history of the world in advance

He initiates the consummation of all history

Only he can hold the scroll

My history is there

Content of the scroll is not the emphasis in this verse, but who is worthy

Not even Gabriel or Michael could open the scroll

No one to hold it, open it or read it! Not even the strong angel! Not you! Not me!

The seven spirits sent out into all the earth
He has your address

He knew He had paid the price

He knew He won the prize

He knew He was worthy
