The Israelites are in a desperate situation. It has been 20 years since they had the Glory of God present in their midst, but they haven't noticed. During a battle with the Philistines, the Israelites thought the Ark of the Covenant would ensure their victory. They thought they could manipulate God into giving them a victory even though they had turned their back on Him. The Israelites would soon discover, they needed the Glory of God in order to succeed just as we need it today.
